killing the "heralds of the unspoken" faction mobs in the Silent Hall ( specifically the clergymen) will raise the conscripted faction. by 100 points per kill. I know this because kindly is 500 point span and 5 kills gets you from just into kindly to just into warmly and since warmly is 700 point span and 7 kills got me to ally, 100 seems right.

edit - took 20 kills to max out faction - the 21st kill gave me the could not possibly get any better message.
