Been doing Dimbwicket's task " The Great Caiman Issue" a bunch to raise this faction ( Citizens of Freeport ) and found one NPC in West Freeport whose faction has changed while doing this. Soren the Sorcerer ( p280 x n1062 x n111). I have not and will not kill Soren to test his faction ( cannot cast spels on him anyhow), but he is at least an NPC to check your progress with.
