I spent a long while wiping out the isle goblins in The Ocean of Tears and had no faction hits whatsoever. I am starting to suspect this faction may have been removed.

Does it show up in the faction window in game for OOT?

It's not in the Factions window. Lots of different kind of goblins, but nothing that's just "Goblin". It seems like one of those factions that they didn't mean for players to see initially, like Skeleton. I should note however that I've had faction hits in the planes that actually don't show in the window, like Lesser Jord Giants.

So I decided to investigate the other NPCs.
In Dagnor's Cauldron, none of the aqua goblins listed on this faction gave any faction hits either. I was able to find all four of these.
In Ocean of Tears, I was able to find and kill every NPC currently on this faction except for one: "an isle goblin warrior". None of the ones I could find gave a faction hit, and "an isle goblin warrior" never once showed up on my tracking list. I even pulled and lowered the headmaster's HP to see if maybe he would summon them but no such thing happened. That particular NPC's entry has not had a comment on it since 2002.
In conclusion, the only goblin I can't confirm doesn't give faction hits for "Goblin" is one that I can't find anywhere in the zone and may not be on live any longer.

Thanks. That removed all the NPCs off this faction. I'll rename it as a removed faction for now.

Okay, so why is there no listing for the Goblins of Runnyeye?
Or any of the factions in the Gorge of Xorbb?
I wanted to get my DE necro to amiable in Runnyeye because of the bank and merchants there. It's a nice mid-continent alternative to Highpass or Rivervale, where I am KOS.
But, there is little info on how to raise Runnyeye faction.
I have discovered on my own that you can raise it by killing halfling newbie guards in Misty Thicket (don't let the GMs catch you doing this), or by killing evil eyes in the Gorge of Xorbb.
I don't know of any relevant quests so far.
Since Runnyeye was liberated, there is another faction in charge, and I have not yet investigated how to adjust that one.
