very delayed post but im really really bored... lets do some math
1)spell ranks only increas by 4lvls (depends on perspective) until 50.. 50/4 = 12.5 so your math is off there :p
2) most/some refer circles as per level... since xp grinds up then resets only to regrind again, its a circle... so its L61

Spell ranks now increase EVERY level...
