Noticed that except for being 1Hb instead of Pierce, this thing matches the Dawnchaser. Assuming one didn't have a pair of better weapons for the 1HB and Pierce skills, this would make an interesting combo to meelee to keep those skills up. And before anyone decides to flame that either of those weapon skills are "useless" for Bards, think about this:
How would you feel if you flamed only to find out a couple of days later that some new Bard-usable 1HB (or Piercer, or whatever skill you said was "useless") that was excellent had just been found?
Pardon me while I catch my breath from laughing at you frantically trying to improve a skill you thought was "useless." The point is- you NEVER KNOW what they may change on any given day. Sure, there's gonna be one favorite skill you keep maxed b/c it's your best available weapon, but that's no reason not to keep the others up-to-spec as you go. Get a decent group where you don't have to maintain the highest meelee output, and work on those "secondary" weapon skills. Be prepared, and you'll fare better in the long run.

1hb useless? NO WAY
My weapons are as follows (from memory):
Troubador's Mace - 1hb
Di'Zok Wristsnapper - 1hb (range for stats)
Sion. Partisan - Pierce
Symphonic Saber - 1hs
Jagged Blade of Mourning - 1hs
Out of these, my best damage per second output comes from the Troub in primary and Partisan in secondary due mainly to the ratios. That being said, I just got the Jagged Blade so I have been experimenting with it in secondary and primary. I have found that I do better with the Troub in primary. For secondary I normally switch out for stats, ie, Jagged for Dex, Partisan for cha and int and Symphonic Saber for the stats and proc. (When I am crowd control, the cha and int help and the proc. once mez breaks, can, with one play of Katta dex song, move me from the top of the hate list to the bottom).
All that said, pre-epic, you can't beat the Troubador's Mace for the ratio, stats and brass instrument effect which rocks with several awesome buffs or AOE songs. And if I get a superior range item, the Wristsnapper is going in my primary for the 10/18 ratio.
Long post to say that for bards, 1hb is not useless. Most epic holders I see have a 1hb in their other hand.

I have one of these, & i assume the reason you can put it in the range slot is that it is a very, very good source of light (brightest i've seen). If i'm somewhere dark, & the infravision from my mask of deception isn't cutting it, i whip this puppy out & stick it in my ranged.

once again, MANY weapons are range slot equippable, everything from a beginner weapon like a splintered club to this, they don't all have stat boosts it's probably just something on the 1hb 'template' that they use to design weapons. NODROP means you can't drop/sell/trade the item, throwing something doesn't do any of these it simply has a chance to do damage and makes the item disappear...
